PLANS to improve a home's energy efficiency have been refused.
A planning application was submitted to Northumberland County Council by Mr Messer to reroof 10 Osborne Avenue, a terraced house, to improve thermal performance including new dormers to the front and rear elevation, and insulating and cladding a gable wall.
The council has refused planning permission despite receiving no objections from the public or statutory consultees including Hexham Town Council.

The decision notice stated the reasons for the application's refusal.
"By virtue of its sitting scale and design, the proposal would not be in keeping with the traditional style and character of the existing dwelling and surrounding terraced properties," the notice said.
"The proposal is considered to be detrimental to the visual amenity of the property and would have an adverse impact on the character of the Hexham Conservation Area.
"It is considered that the proposal conflicts with Policies HOU 9, QOP 1, QOP 2 and ENV 9 of the Northumberland Local Plan, Policies HNP1, HNP2, HNP3 of the Hexham Neighbourhood Plan and the National Planning Policy Framework."
