And the Three Lions boss hasm as predicted, kept faith with Arsenal teenager Bukayo Saka for the huge last-16 game at Wembley.
The 19-year-old keeps his place in attack.
Southgate looks to have gone with a three-man defence of Kyle Walker, John Stones and Harry Maguire in front of former Carlisle United goalkeeper Jordan Pickford.
Kieran Trippier and Luke Shaw are wing-backs with Kalvin Phillips and Declan Rice in central midfield, and the trio of Saka, Raheem Sterling and Harry Kane in attack.
It means disappointment for Jack Grealish, who is on the bench along with Phil Foden and Mason Mount, who is back from a 10-day isolation period.
Dominic Calvert-Lewin is omitted from the squad, while there are places among the subs for Jadon Sancho, Jordan Henderson, Marcus Rashford and Jude Bellingham.
Germany boss Joachim Low has recalled Thomas Muller and Leon Goretzka to his line-up.
